Instrtuctions for Logging on to ERS

ANNUAL ENROLLMENT FAIR AND PRESENTATIONS 
DENTON: The TWU Annual Enrollment Fair will be held at the ACT lobby (2nd floor) and ACT 301 on Friday, July 13th from 10 AM to 1 PM. 
DALLAS: The TWU Benefits Staff will visit the Dallas campus Monday, July 16th from 10 AM to 1 PM and will be presenting an overview of 2018-2019 benefit changes at 10:30 AM in IHSD 2102. 
HOUSTON: The TWU Benefits Staff will visit the Houston campus Tuesday, July 17th from 10 AM to 1 PM and will be presenting an overview of 2018-2019 benefit changes at 10:30 AM in IHSH 3318

ANNUAL ENROLLMENT PERIOD – July 13th through July 27th 
This year’s annual enrollment period is from July 13, 2018 through July 27, 2018.  This is your opportunity to make changes to state and voluntary benefits. 

The attached rate sheet, provided by ERS, includes the premiums for the health and dental insurance premiums, and all other state existing plans.  No action is required to maintain current benefits.  To make changes to your state benefits, you will sign into your ERS account at www.ers.state.tx.us during the Annual Enrollment Period or contact ERS directly at 1-877-275-4377.  Instructions to sign in are attached. 

If you plan to increase your optional life insurance or elect long-term or short-term disability Evidence of Insurability (EOI) will be required.  Beginning June 25th you may start the online EOI process for optional term life Insurance, dependent term life Insurance, or short-term and long-term disability insurance.  The EOI process may be completed by using the attached instructions.

 MEDICAL PLAN CHANGES

  • Health Select of Texas and Consumer Directed HealthSelect (CDHS) rates will increase by less than .5% 
  • The annual in-network out-of-pocket maximum for health plans will increase from $6,550 to $6,650 for individuals and from $13,100 to $13,300 for families.  This out-of-pocket max applies to all co-pays, co-insurance, and prescription drug co-pays.  It does not apply to the $2,000 annual out of pocket co-insurance maximum for HealthSelect or the CDHS (Consumer Directed HealthSelect) deductible. 
  • The CDHS annual out-of-network out-of-pocket maximum will be eliminated effective January 1, 2019.  The other plans do not have annual out-of-pocket maximums for out-of-network services. 
  • ​​​​​​​There are no changes to the prescription drug benefits.

​​​​​​​DENTAL PLAN CHANGES

  • The Dental Choice rates will increase by approximately 4.5%.
  • The individual annual plan limit for the Dental Choice plan will increase from $1,500 to $2,000 for basic and major restorative services.
  • The individual lifetime plan limit for orthodontic services will increase from $1,500 to $2,000.
  • Orthodontic benefits have been expanded to include Adults.
  • There are no plan changes or rate changes to the Humana Dental Health Maintenance Organization (DHMO) or the Dental Discount Plans.

VISION PLAN CHANGES

  • The Vision plan rates will decrease slightly.
  • The participant copay for an annual eye exam will decrease from $25 to $15.
  • Participants will be able to get their annual eye exam once each plan year without waiting a full 12 months after their previous eye exam.
  • The health insurance Opt-Out Credit may now be applied towards the State of Texas Vision plan for those who Opt-Out of medical insurance. 

FLEXIBLE SPENDING AND HEALTH SAVINGS ACCOUNTS

  • The maximum annual election for Health Care FSA (Flexible Spending Account) and TexFlex LFSA (Limited Flexible Spending Account) accounts will increase from $2,600 to $2,650. 
  • Participants can may continue to carry over up to $500 of unused health care account funds into the next year. 
  • The maximum annual election for a Dependent Care account remains $5,000.  Dependent Care account participants continue to have a grace period through November 15, 2018.
  • Employees with HSAs are ineligible to participate in health care FSAs.
  • Consumer Directed participants who enroll in a HSA may contribute up to $3,500 annually for individuals and $7,000 for families.  The state’s contribution to every eligible member is $540 a year for an individual and $1,080 for a family. 

OPTIONAL BENEFITS 
There are no rate or plan changes to the following benefits:

  • Basic Term Life
  • Optional Term Life Insurance
  • Dependent Term Life Insurance
  • Texas Income Protection Plan (TIPP) also known as Short and Long Term Disability
  • Voluntary Accidental Death & Dismemberment (AD&D)

To make changes to your TWU Supplemental Medical Plan contact Jack Dickerson at jdickerson@usebsg.com.  Mr. Dickerson will provide details regarding each supplemental plan and assist you with the enrollment process.  This is a pre-tax benefit administered by TWU.
