There is a camera button next to the power button to turn on and off the physical camera shutter.
HP EliteBook x2 G4
The privacy shutter slider is located on the top edge of the tablet, just above the camera. Moving this slider will close or open the shutter both in the front- and back-facing cameras at the same time. You will know that your webcam is covered when you see the striped pattern of the shutter instead of the webcam as shown in the picture below.
HP EliteBook 800S G5 & HP ProBook 645 G4
The privacy shutter is a sliding black oval right over the camera. Moving this slider will cover or uncover the camera.
