Can Human Resources design or run my staff training?

From URP 05.300, Section VI on Training Responsibilities: 

The Office of Human Resources is responsible for establishing and administering training programs and policies to satisfy the State Employees Training Act; develop training that supports the vision, missions, and goals of TWU; reviews and approves training programs open to the university community; monitor training programs and provides consulting on training to departments as resources allow; and maintains employee training records and files. 

Supervisors and managers are responsible for providing on-the-job training for the proper performance of job tasks, cultivate a climate in which employees seek training and development, and integrate an employee's growth and development needs within the goals and objectives of TWU. 

To request staff training, team development, or employee professional development consulting, managers may reach out to the TWU HR Manager of Employee Development and Communications to request a meeting. Dependent upon the time, scope, and resources of your need, the Manager of Employee Development may provide support by:

  • Consulting on training content, delivery, and evaluation plans
  • Recommending resources and options for content and modalities
  • Identifying learning objectives/outcomes, materials, and tools for training
  • Designing training activities or sessions 
  • Facilitating training activities or sessions
  • Evaluating the quality of a training program and providing suggestions for improvement 

When the Manager of Employee Development, or other HR Training and Development staff, support and collaborate with supervisors and managers on employee training and professional development, the expectation is that supervisors/managers are actively involved and that departments support the financial or material needs of their staff training opportunities.
