Step-By-Step Instructions
To set a banner message, do these tasks:

Log in to the environment that was just refreshed (https://portal.twu.edu/oracletest.asp).

In the upper right corner, click your initials or profile picture to display the drop-down menu.

Click "Setup and Maintenance", the Setup and Maintenance screen is displayed.

In the Setup and Maintenance screen, on the right margin of the screen, click the "Sheet of Paper" icon to display the fly-out menu.

Click "Search" on the fly-out menu.

Search for "Manage Administrator Profile Values" (1)(2). Click on returned result (3).

In the "Manage Administrator Profile Values" screen, Search for the Banner Message (FND_BANNER_MESSAGE) profile option (1)(2). The click on the returned result (3), and set the value (4).

In the Profile Value field, you should copy the message from one of the other environments and paste, then change the ENVIRONMENT NAME and DATE. This keeps everything consistent.

Click Save and Close.

It takes a while for the banner message to appear, you can click around until it is displayed.
